The ambition to make a city “smart” takes much more strategy, planning, coordination, organisational transformation, carful data management preparation … the just the implementation of a first digital app or function.

Politicians are of course tempted to jump on the smart cities bandwagon by labelling a program “smart” or by announcing that their city has become “smart” because they are putting in place one digital service for all.

“Smart” is a process that will deploy many interconnected services and deliver integrated efficiencies across many yester-year siloes.

Gagawin po nating isang smart city ang San Juan (We will turn San Juan into a smart city). It will be digitally connected. [Magkakaroon ng] wifi sa lahat sa bawat barangay (There will be WiFi in all barangays),” former vice mayor Zamora said at the sidelines of his campaign proclamation on Friday, March 29.
